In the center of the plot is the village of Stara Zbur'ivka, in which, due to the lack of police, two local residents - 50-year-old Viktor Kryvoborodko and 44-year-old Volodymyr Rudkovskyi - took over the function of public order protection. Viktor and Volodya combine the duties of policemen and social workers - they calm down family quarrels, stop fights between neighbors, look for drowning people - in general, they deal with everything except criminal crimes.
