Police officer Jack Stone deliberately robs banks to end up behind bars with the famous criminal of Russian origin, Balam. Balam is not just a bandit, he is a very dangerous and devious criminal to whom even the local police are subject. Balaam lives in prison like the king of the city. His cell is a luxurious private room built especially for him. Only a few have access to the part of the prison where Balam sits. Even the supervisors are afraid to go there.
